Ellysheva Bunge-Zeira

Director of Training and Consulting

Ellysheva is a disabled accessibility professional who has 14 years of training and teaching experience and 11 years of experience in the accessibility field. She started her career at the Tenement Museum first as an Educator and then as the Education Specialist for Access. In this role she oversaw all aspects of accessibility at the Tenement Museum including accessibility training for Educators as well as creating and running public programs for the disability community.  

Ellysheva began working at DPC as Chief of Staff in 2021 and has worn many hats in the organization. In her current position she is overseeing the growth and development of this new DPC project. Her work experience in small non-profits makes her a creative and agile problem solver.

Dennis Heaphy

Lead Researcher

Dennis is a dually eligible Medicaid and Medicare beneficiary enrolled in One Care, a plan operating in Massachusetts under the U.S. Centers for Medicaid and Medicare Services’ Financial Alignment Initiative. Dennis is engaged in research activities that advance equitable and holistic patient-centered care for beneficiaries of public health insurance programs in Massachusetts and nationally. He is a cofounder of Disability Advocates Advancing Our Healthcare Rights (DAAHR), a statewide coalition in Massachusetts that was instrumental in advancing measurable innovations that centered consumer voices in reforms made to One Care—including the creation of a consumer-led implementation council that guides the ongoing development and implementation of One Care, the requirement to staff an independent living long-term services and supports coordinator on care teams, and the hiring of an independent One Care ombudsman. Previously, he worked as project coordinator for the Americans with Disabilities Act unit at the Massachusetts Department of Public Health and remains active on various committees that advance health equity. In addition to his policy research work in Massachusetts, Dennis serves on various advisory committees, including the Medicaid and Children’s Health Insurance Program Payment Advisory Committee, the National Center for Complex Care Needs, the Founders Council of the United States of Care, and the Board of Health Law Advocates, a Massachusetts-based nonprofit legal group representing low-income individuals. Dennis received his Master of Public Health, Master of Divinity, and Doctor of Ministry degrees from Boston University and his Master’s Degree in Education from Harvard University.

Colin Killick

Executive Director

Colin joined DPC as a community organizer in 2014, becoming its Executive Director in 2019. He co-founded the Housing Advocacy Leadership Team (HALT), which since 2014 has successfully advocated to more than quintuple Massachusetts’ investment in affordable housing for people with disabilities, and he led DPC’s successful efforts to overturn and replace Massachusetts’ discriminatory COVID-19 Crisis Standards of Care in 2020. He received his Master’s Degree in Public Policy from the Harvard Kennedy School of Government in 2018, and he was awarded the school’s RFK Award for Public Service. He has motor dysgraphia, executive function disorder, and major depression, and he credits the accommodations he received thanks to prior generations of disability rights advocates for being able to do this work. A 2022 grantee of the Robert Wood Johnson Foundation's Community Research for Health Equity program, Colin is a national leader in the campaigns to increase disability representation in health value assessments and to preserve universal masking policies in healthcare settings.

Kimberly Bradshaw

Director of Human Resources

Kimberly is a seasoned Human Resources professional with a robust expertise spanning various critical domains within HR, including employee relations, policy development, group dynamics, change management, benefits administration, DEI (Diversity, Equity, and Inclusion) initiatives, and strategic partnerships. With a concentrated focus on fostering inclusive and equitable workplace environments, Kimberly has led numerous DEI initiatives aimed at promoting diversity, equity, and inclusion within organizations. She is adept at developing and implementing strategies to cultivate diverse talent pipelines, eliminate bias in recruitment and hiring processes, and foster a culture of belonging where all employees feel valued and respected.

In addition to her DEI experience, Kimberly has a proven track record of forging strategic partnerships both within and outside the organization. She collaborates closely with key stakeholders to align HR initiatives with broader organizational goals and objectives, driving synergy and maximizing impact. Her ability to build and nurture relationships across departments and external partners enables her to leverage resources effectively and implement HR solutions that drive organizational success.

An accomplished policy developer, Kimberly has deep experience crafting and implementing HR policies and procedures that align with organizational goals while ensuring compliance with legal regulations and industry standards. She possesses a keen eye for detail and a commitment to fostering fairness and equity across all aspects of HR operations.
